South Asia Convening on Decriminalising Poverty and Status
This rapporteur report documents the first-ever South Asia Convening on Decriminalising Poverty and Status held in Colombo in January 2025. It brought together voices from across the region to reflect on how law shapes everyday harm. The conversations centred on those who live at the sharp edge of criminalisation. The report outlines patterns of exclusion and the quiet violence of systems, while illustrating practice and experience across the Global South.

An annual public forum, the Neelan Tiruchelvam Memorial Lecture convenes leading thinkers to examine questions of democracy, justice, and pluralism.
